Analysis of blood pressure treatment

A man uses a device to test his blood pressure. Although studies have shown that intensive blood pressure control has clinical benefits in elderly hypertensive patients, there are also significant harmful effects associated with such treatment, such as fainting and falling.

An analysis of six large randomized controlled trials by researchers including Imperial’s Dr. Victoria Cornelius showed that intensive treatment of high blood pressure could benefit older people (≥60 years) who have a long life expectancy. life (> 3 years), but this may not be the case. suitable for those who are not expected to live less than a year.

The results could be used by clinicians to better weigh the individual benefits for their patients against the potential risks of such treatment.

Niloufar Raeis-Hosseini from the Department of Electrical and Electronic Engineering investigated the use of zirconium (Zr) for the next generation of non-volatile nanoelectronics like ReRAM. Inspired by natural memory, they emulated some basic functionality of the human brain in the form of artificial synapses using impulse patterns. The research was carried out in collaboration with Ilia Valov at Juelich Research Center in Germany.

The work could have immediate technical implications since the researchers’ methods can be used for many other functional nanoelectronic devices, such as energy conversion/storage devices, sensors and memristors with applications in neuromorphic computing.

Masked immunotherapy

Now, Dr. Jun Ishihara from the Department of Bioengineering and his team have used protein engineering to ‘mask’ interleukins so they can successfully ‘hide’ from the immune system in mice. These masks can be removed once they reach the tumor.

They found that the therapy eradicated certain cancers in mice without detectable side effects and, if translated into the clinic, the protein engineering approach could help advance cancer immunotherapy.

Grantville City Council discussed creating a digital archive of its documents during its Monday evening business session.

City Manager Al Grieshaber said digitizing city documents would put the city clerk’s office on the cutting edge of technology.

Currently, much of Grantville’s paperwork is filed in boxes at City Hall.

With the documents stored digitally, they will be searchable using a computer, Grieshaber said, and city staff won’t have to always sift through a series of boxes to find what they need.

MCCI, a software company, offered the city to digitize its documents for $9,897.92, according to Grieshaber.

Once the documents are scanned, they will be uploaded to a document management system provided by software company Laserfiche. The documents would then be stored in a cloud storage system and the items could be found by city staff by keywords.

Grieshaber said a one-time fee of $12,864.25 would be required to set up the system. The city would then be required to pay an annual fee of $5,383 to continue the service.

City Clerk Robi Higgins said city staff would work out the filing structure of the documents before sending them to MCCi.

She added that some of the documents stored in boxes have exceeded the city’s retention schedule.

“Those currently in boxes after the retention schedule would be marked for destruction before being in the cloud. There are actually about 10 boxes of building permits, requests and files that have passed the retention schedule. retention and which need to be deleted, saved and destroyed. They wouldn’t have to be scanned, but we could if you wanted to,” Higgins said.

Council member Jim Sells said the new system would help preserve documents that could be beneficial in the future, such as receipts, but had some concerns about the price.

“It would help, but it’s expensive,” he said.

Mayor Doug Jewell said he was concerned that some documents might not be scanned and then destroyed, only for the city to need them later.

Council member Ruby Hines said she thinks it would be good for the city to keep pace with new technologies.

The matter will be voted on by the board at its May 23 meeting.

PUTRAJAYA, May 9 – Government has upgraded the Public Sector Data Center (PDSA) into a cloud computing service known as MyGovCloud.

MyGovCloud works in a hybrid way by combining the services of Private Cloud at PDSA and Public Cloud of the government appointed Cloud Service Provider (CSP).

To empower MyGovCloud, especially in the provision of public cloud services, a central cloud computing contract agreement known as the Cloud Framework Agreement (CFA) has been signed between the government, CSP and Managed Service Provider (MSP), a local Bumiputera Cloud Service Provider appointed by CSP. .

Prime Minister Datuk Seri Ismail Sabri Yaakob witnessed the exchange of CFA documents today between the Malaysian Administrative Modernization and Management Planning Unit (Mampu), a federal agency responsible for the public sector digitization programme, CSP and MSP at a ceremony here.

“The PDSA service has been upgraded to Cloud Computing service, especially for the use of all government agencies,” Ismail Sabri said in a statement issued in conjunction with the signing of the CFA and the introduction of the MyGovCloud service.

The CFA contract between the government, CSP and MSP involves four CSP companies, namely Amazon Web Services Malaysia Sdn Bhd, Google Cloud Malaysia Sdn Bhd, Microsoft (Malaysia) Sdn Bhd and Telekom Malaysia Bhd.

The four MSP companies involved are Cloud Connect Sdn Bhd, Enfrasys Solutions Sdn Bhd, Radmik Solutions Sdn Bhd and Awantec System Sdn Bhd.

Ismail Sabri said the MyGovCloud initiative is in line with the fifth initiative under Axis 1 of Malaysia’s Digital Economy Master Plan (MyDigital) which targets 80% usage of cloud computing storage in the sector public this year.

“It aims to drive public sector digital transformation in a holistic way to drive the growth of the digital economy and digitization agenda across the country,” he added.

Ismail Sabri said the selection of the CSP was made after RFPs from service provider companies in the country were evaluated by various parties in a transparent manner.

He said the involvement of CSP and MSP is expected to generate potential investments in the country worth RM12-15 billion by 2025.

“These investments will be the backbone of building a sustainable digital ecosystem capable of generating sustainable economic growth, with the aim of making Malaysia the leading digital hub in the Asean region,” said- he declared.

Ismail Sabri said the MyGovCloud initiative could produce more cloud computing experts through continuous training and certification programs provided by CSP and MSP, as well as improve the skills and capabilities of civil servants as needed. and current technologies.

He said the implementation of the CFA would allow public sector agencies to benefit from better, faster, more efficient and targeted cloud services at competitive prices through wholesale discount offers by CSP and MSP.

“With the signing of this agreement, I hope that the general public and the public service in particular will enjoy more benefits to stimulate the development of technology and the digital economy throughout Keluarga Malaysia (the Malaysian family),” he said.

Activist Comment: Elliott is a very successful and shrewd activist investor, especially in the technology sector. What is happening?

On May 3, 2022, Elliott sent a letter to Western Digital’s board of directors, expressing his belief that the company should spin off its NAND flash memory business. Elliott called on the board to conduct a full strategic review and expressed his belief that such a separation could lead to a stock price of more than $100 per share by the end of 2023.

In the wings

As new “activists” come onto the scene, we have seen a fair amount of “sell the business” activism without a detailed plan or reason. We have been very critical of this style of activism, deeming it short-term and greedy. Activists who did not understand why we were so critical should read Elliott’s letter as an example of a well-thought-out, deeply analyzed, and shareholder-focused strategic activism campaign. Elliott provides a detailed 13-page letter explaining why the two businesses of the company should be separated and a plan to achieve the separation that is in the best interests of shareholders.

The company is one of the world’s largest suppliers of storage components for data infrastructure and has built a successful hard drive business. However, the hard drive industry began a slow decline in 2013 as desktops and laptops moved to faster NAND flash solid-state drives (SSDs). Thus, in 2015 tthe company announced it would acquire SanDisk for $19 billion to enter the fastest-growing Flash industry. In the years following this acquisition, the hard drive industry rebounded and once again became a growth market, with Western Digital being one of the two main suppliers of this technology, behind Seagate. Western Digital is today the only company that works with both HDD and NAND flash.

Over the past six years, the company has underperformed in several areas. First, they attempted to realize the strategic synergies of a combined HDD and Flash portfolio, but lost market share in both HDD and Flash. Second, operational missteps have consistently led to missed financial targets, including compound annual growth rate of revenue, gross margins, operating expenses, and operating margin. Third, the company is showing poor stock market performance, with returns of -23.10%, 6.14%, and -39.57% over the past 1, 3, and 5-year periods versus -0.89%, 41 .07% and 74.0% for the S&P 500, respectively. .

In his letter, Elliott makes a compelling argument that the reason Western Digital is underperforming is because the two companies shouldn’t be owned by the same company. Both companies are strong and have a good market share, but would be much more valuable as stand-alone entities. Hard disk and flash are totally different technologies: spinning mechanical disks versus advanced solid-state devices. The manufacturing processes are distinct and although the companies share common customers, the products may compete in certain use cases.

Prior to the SanDisk acquisition, Western Digital consistently had a higher price-to-earnings ratio than its closest peer, Seagate. Since the acquisition, Seagate has had a significantly higher price-to-earnings ratio. Today, Western Digital has an enterprise value of $21 billion, compared to the combined pro forma enterprise value of Western Digital and SanDisk of $34 billion when they announced the acquisition there. is six years old, representing an impairment loss of $13 billion. In contrast, during the same period, Seagate increased its enterprise value from $17 billion to $22 billion. When Western Digital announced its acquisition of SanDisk, its stock was trading at $75 per share. Six years later, the stock has fallen almost 30% to $53 per share. During the same period, the S&P 500 and the Nasdaq rose 103% and 190%, respectively. Seagate (the company’s closest HDD counterpart) has outperformed Western Digital by 278% over the past decade, and Micron (its closest NAND counterpart) has outperformed Western Digital by 868% over the past decade. .

Elliott believes that Western Digital’s valuation today reflects the market view that owning HDD and Flash generates a conflict of synergies in terms of operational and financial performance. As a result, they are asking the company to explore a complete separation from the Flash business, which they believe could lead to a stock price of over $100 per share by the end of 2023, and they illustrate the way to get there.

Western Digital’s HDD business has a market share of 38% (compared to 46% for Seagate), revenue of $9.4 billion (compared to $12 billion for Seagate), a growth rate of 21% (compared to 18% for Seagate) and both companies have a gross profit margin of 30%. . Using Seagate’s multiples of 1.8x LTM revenue and 6.1x LTM gross profit, Western Digital’s HDD business would be worth $17 billion.

Western Digital’s flash business generates $10 billion in revenue, and similar businesses have been acquired at multiples of 1.7 to 1.9 times revenue. This would attribute a minimum value of $17 billion to Flash activity. But this is not the normal call to strategic action. Elliott puts its money where its mouth is and offers over $1 billion in additional equity in Flash business at an enterprise value of $17 billion to $20 billion, which can be used either in a derivative transaction, either as equity financing in a sale or merger with a strategic partner. Essentially, Elliott is expressing its willingness to participate in the acquisition of the Flash business with a $1 billion investment. So Elliott sees each company valued at around $17 billion, while the company’s total enterprise value is $21 billion.

If Elliott secures the divestment of the Flash business at the value at which it invests its own money, that would attribute a $4 billion valuation to the entire HDD business. There’s good reason to believe there are buyers for the Flash business, especially with a combination of Western Digital’s Flash business with joint venture partner Kioxia. Western Digital interest in acquiring Kioxia is well documented over the years, including a proposal in 2017 and the rumor $20 billion deal value last year (1.7 x LTM revenue). Over the past five years, Kioxia has been publicly rumored to receive interest from a long list of other strategic and financial parties.

Their plan may resonate favorably with the company’s current board and management team. The decision to acquire SanDisk predates the company’s CEO David Goeckeler and his management team, almost all of whom were hired in 2020 or later. In fact, Goeckeler’s first operational decision was to separate HDD and Flash within Western Digital. It’s not a big step for the board to separate it into a different company, especially since only two of Western Digital’s current ten directors served on the board for the SanDisk acquisition. Also, shareholder activism is about the power of persuasion and the power of argument, and Elliott makes a very compelling argument here.

It should also be noted that Elliott declared an investment of approximately $1 billion in the company, but did not file a 13D despite having a position of approximately 6%. Based on their history and philosophy, this is likely because Elliott uses swaps and other derivatives to construct its position and these types of securities are not required to be included in “beneficial ownership”. ” for the purposes of 13D repositories for the time being. The use of swaps in this manner is the subject of a current Securities and Exchange Commission proposal and could very well change in the short term, forcing Elliott to file a 13D in this investment.

Moreover, these global giants have a proven track record of prioritizing their own needs, often at the expense of Australian jobs and individual freedoms. No amount of “green and gold wash” will change that.

Google announced plans this month to cut support jobs in its Australian offices. This follows its threat last year to pull operations out of Australia altogether, a move that would have rendered nearly 2,000 local professionals jobless soon after an economic downturn.

Let’s also not forget when Facebook, now Meta, shut down its Australian operations due to a dispute with the federal government, in a clear demonstration that our nation’s digital sovereignty – the data each nation publishes on the platform – form – can be threatened by corporate boards on the other side of the world.

Do these actions resemble those of organizations particularly concerned with Australia’s economy, prosperity or social cohesion?

To claim that a preference for local abilities is inflammatory to other nations is simply dishonest. Take the United States, for example, which is at the epicenter of international trade and investment. In taking steps to rebuild its economy, the Biden-Harris administration recently announced it was increasing the amount of US-made content the government buys from 55% to 75%.

It’s not just a simple call to “Buy Australian”. It is a call to look first in our own backyard for the capacities we need to ensure our national resilience.

When we can’t find what we need, we have business alliances and partnerships we can turn to for help. We need to start practicing smart globalization to ensure that we are not overly dependent on others for our digital and cybersecurity needs. The same should be true across a range of other critical industries.

There’s no reason we shouldn’t use our own valuable assets to store and protect Australia’s critical data when we have world-class capabilities and industry-leading investments in these areas. There are so many outstanding Australian technology and cybersecurity companies that are wholly or majority owned by Australians. They are also controlled by Australia, which is extremely important for security and sovereignty.

To seize this moment and use national data security as a catalyst for economic growth and technological upsurge, Australia needs leadership from all sides of politics, both federal and state.
